List the tenant's env names. GET /v1/environments

The env names the tenant holds an env value or a secret under, at any scope, each once, in byte order: the envName that GET /v1/env and GET /v1/secrets take. A revoked secret doesn't count. For a tenant admin. 501 environments-unsupported from a runtime whose env or secret store can't list its env names.
