Overview
Cost readback (list records, get record, aggregate across a required time window) — part of the admin control plane. Read-only over HTTP; records are written by the runtime usage instrumentation (agents, tools, sandboxes). Caller-plugged via CostBinding. Budgets are not enforced through this surface.
