List the tenant's env names. `GET /v1/environments`

The env names the tenant holds an env value or a secret under, at any scope, each once, in byte order: the `envName` that `GET /v1/env` and `GET /v1/secrets` take. A revoked secret doesn't count. For a tenant admin. 501 `environments-unsupported` from a runtime whose env or secret store can't list its env names.
