System keys
Section titled “System keys”The operator’s system keys (kgi_sy_…), on a runtime serving many tenants: each acts in no tenant, with the least system scope its service needs (sign-up, the orchestrator, billing, the license renewal), and only the full system capability mints them. A runtime serving one tenant has none.
